Eligibility
To obtain a Sangkat letter, you need:
- To actually reside in the Sangkat where you request the letter. If you live in Daun Penh but apply at Chamkar Mon, you’ll be turned away.
- A proof of residence: registered lease, accommodation attestation signed by the owner or host, or electricity bill in your name.
- Valid visa (T, EB, ER or ET).
Cost and duration
- Official fee: free. No charge is listed in the national schedule.
- Informal fees: 2 to 10 USD depending on office and urgency. Bring change in USD or KHR.
- Lead time: most Sangkat issue same day if the office chief (or their deputy) is present. Otherwise, count 1 to 3 days.
- Validity: no official expiry date on it, but most bodies (banks, registry office for marriage, immigration) refuse a letter older than 3 months.
How to obtain it
1. Identify your Sangkat
Check the exact address of your Sangkat on your registered lease (the lease should have been declared to the Sangkat by your landlord — if not, ask them as a priority, it is legally required).
2. Prepare the file
- Passport + photocopies of identity and visa pages.
- Registered lease or accommodation attestation.
- 1 ID photo (sometimes asked, keep one in reserve).
- Detail the intended use: “ABA account opening”, “marriage”, etc. Many offices issue a letter addressed to a specific recipient.
3. Visit the Sangkat office
Typical opening hours: 8am-11.30am and 2pm-5pm, Monday to Friday (sometimes Saturday morning). Present your file and explain the use in Khmer or simple English. The office chief (or deputy) signs the letter, the seal is applied.

- Registered lease or accommodation attestation signed by your host (with a copy of their Khmer ID card ideally).
- ID photo (reserve).
- Cash in USD or KHR: 2 to 10 USD for informal fees.
Extension / Renewal
The letter has no official expiry date, but it is reissued at each need: you will request a new letter for each distinct procedure. No renewal per se.
Many expats take 2 to 3 letters at the same time when chaining procedures (bank + marriage + registration) to avoid multiple visits.
Common pitfalls
FAQ
Can my host refuse to provide an accommodation attestation?
Legally no if your lease mentions your name. In practice, some hosts refuse out of fiscal caution (they don’t declare the rent). In that case, negotiate: the Sangkat letter creates no additional fiscal obligation for the landlord; their lease registration does.
Can I obtain a Sangkat letter from my hotel room?
No: a hotel is not a residence. If you are newly arrived and don’t yet have a lease, you’ll have to wait until you’ve signed an effective lease. Some procedures (account opening) accept instead an employer letter.
Is there a French version?
No, never. The letter is issued in Khmer, sometimes in English at the most formal Sangkats (Phnom Penh centre, BKK1, Tonle Bassac). For use with a French consulate, have it translated by a sworn translator (see our miscellaneous permits guide).
How much does the letter cost in a Phnom Penh Sangkat vs in the provinces?
In Phnom Penh, count 5 to 10 USD informal. In Siem Reap, Battambang or Sihanoukville, more like 2 to 5 USD. In rural areas ( Khum ), sometimes free.
My name is misspelled on the letter — is that serious?
Yes. Transcription into Khmer and back into the Latin alphabet sometimes causes discrepancies — a French first name can come out with a modified spelling after the round-trip. Ask to see the English version and check on site before leaving: correction is free and immediate, after the fact it requires another visit.
