Conditions
Standard Cambodian e-Visa conditions, with no nationality restriction — Russia is not on the e-Visa excluded list:
- Russian passport valid ≥ 6 months after the entry date.
- Passport undamaged: entry is normally refused with a damaged passport or missing pages.
- 1 blank page for the entry stamp.
- e-Visa printout (PDF) or VOA at airports (Phnom Penh, Siem Reap, Sihanoukville) and main land crossings.
Procedures from Russia
e-Visa (recommended)
At evisa.gov.kh — 30 USD by card, PDF within 3 business days. Apply a few days before departure. Note: payment is by international card — see the payment-cards note below, as a card issued by a Russian bank is generally declined. Use an internationally valid card if needed.
Visa on arrival (VOA)
At international airports and main land border crossings. Have 30 USD cash ready (payment is in US dollars) plus a passport photo — cards are not always accepted. This is the safest option if your cards fail abroad.
Russian Embassy in Phnom Penh
The Embassy of the Russian Federation is at 213 Boulevard Sothearos, Phnom Penh (tel. +855 23 217 694 / 210 931). It provides consular assistance to Russian nationals in Cambodia (passport, civil status, emergencies) but does not issue the Cambodian visa: to enter Cambodia, use the e-Visa or VOA. Check current hours and services with the embassy.
Long-stay visa: EB or ER
For stays > 60 consecutive days, switch to:

Tax: no Russia-Cambodia treaty
Unlike France, Russia has no double-taxation agreement in force with Cambodia. Cambodia’s treaty partners are around a dozen countries (Singapore, Thailand, Vietnam, China, South Korea, Indonesia, Malaysia, Brunei, Hong Kong…) — Russia is not among them.

- No treaty relief — you manage your cross-border tax exposure yourself.
