TL;DR

  • Indian citizens enter Cambodia with a 30 USD tourist e-Visa or a visa on arrival (VOA) — there is no visa exemption between India and Cambodia (only ASEAN nationals get one).
  • The Embassy of India in Phnom Penh advises using only the official evisa.gov.kh portal and warns against job scams — never use a tourist visa to look for work.
  • No India-Cambodia tax treaty: unlike South Korea or Singapore, India has no double-taxation agreement in force with Cambodia — a key point for long-term residents.

Conditions

Standard Cambodian e-Visa conditions, no nationality quota or restriction:

  • Indian passport valid ≥ 6 months after the entry date.
  • At least 1 blank page for the entry stamp (the e-Visa portal recommends two).
  • e-Visa printout (PDF) or VOA at airports (Phnom Penh, Siem Reap, Sihanoukville) and main land crossings.
  • A recent passport photo (white background) for both the online application and the VOA.

Procedures from India

At evisa.gov.kh30 USD by card, PDF within 3 business days. The tourist visa (type T) is single-entry, valid to enter within 3 months of issue, for a 30-day stay. The Embassy of India stresses one thing: use only the official evisa.gov.kh site — third-party .com/.org sites inflate fees and some are fraudulent.

Visa on arrival (VOA)

At international airports and main land border crossings. Have 30 USD cash ready (payment is in US dollars) plus a passport photo — cards are not always accepted. Handy if you transit via Bangkok, Singapore or Kuala Lumpur without a pre-arranged e-Visa.

Royal Embassy of Cambodia in New Delhi

Possible but rarely useful for short tourism. A consular application in India only makes sense for special cases (old passport, a long-stay visa arranged in advance). For almost all trips, the online e-Visa or VOA is enough; check current fees with the mission.

Long-stay visa: EB or ER

For stays > 60 consecutive days, switch to:

  • EB (Ordinary Business) for working/founding a company; renewed yearly with an MLVT work permit. The Indian business community (traders, doctors, NGO staff) overwhelmingly uses this visa. See EB visa guide.
  • ER (Ordinary Retired) for retirees > 55 with pension proof; renewable indefinitely. See ER visa guide.

Tax: no India-Cambodia treaty

Unlike South Korea, Singapore or Thailand, India has no double-taxation agreement in force with Cambodia. Cambodia’s General Department of Taxation (GDT) lists around a dozen treaty partners — Singapore, Thailand, Vietnam, China (incl. Hong Kong and Macau), South Korea, Indonesia, Malaysia, Brunei, Turkey — India is not among them.

For an Indian resident in Cambodia:

  • No treaty relief — Cambodia’s withholding tax stays at the standard rate (no 14% → 10% reduction like treaty countries). You manage your cross-border exposure yourself.
  • Your Indian tax residency follows the Income Tax Act residence rules (days spent in India), regardless of time in Cambodia.
  • Cambodia taxes residency beyond 183 days of presence — see the tax residence guide.

FAQ

Do Indian citizens need a visa for Cambodia?

Yes. There is no India-Cambodia exemption (visa-free entry is ASEAN-only). A tourist e-Visa (30 USD, 30 days) on evisa.gov.kh or a VOA on arrival suits a short stay.

Must the Indian passport be valid for 6 months?

Yes — at least 6 months after entry, with at least one blank page for the stamp. Renew it before buying tickets if it is close to expiry.

Is there an India-Cambodia tax treaty?

No. No double-taxation agreement is in force. Indian residency stays governed by the Income Tax Act; Cambodian residency applies beyond 183 days of presence, with no treaty reduction of withholding tax.

How do I avoid visa or job scams?

Use only the official evisa.gov.kh site (third parties inflate fees). For a job, vet the employer and insist on a real EB visa + MLVT permit — the Embassy of India warns about trafficking networks using fake offers and tourist-visa misuse.

Is the Indian driving licence valid in Cambodia?

The Indian licence alone is not recognised. Get an international driving permit (IDP) in India before departure, or convert to a Cambodian licence on arrival.
