Cambodia’s Ministry of Labour and Vocational Training. Responsible for labour law (1997 Labour Code and amendments), work permits for foreigners, labour inspection, vocational training and coordination with the National Social Security Fund (NSSF).

The MLVT runs the FWCMS portal (Foreign Workforce Centralized Management System) which centralises employer declarations and the issuance of annual work permits. Declaring opening of an establishment to the MLVT is mandatory for any company that employs staff in Cambodia.
