Digital arrival card (eArrival)

Pronunciation: e-arrival

Mandatory online form to be filled in at arrival.gov.kh by every person entering Cambodia since 2024 — tourists, expats, Cambodian nationals. Managed by the General Department of Immigration of the Ministry of Interior (MoI).

It is free and separate from the visa: holding an e-Visa, VOA or long-stay visa does not exempt you from the arrival card. The form collects flight, accommodation, contact and health-status information. A QR code is generated, to be shown at the border post (on screen or printed).

Fill it out within 7 days before arrival — no earlier, as flight data may change. Airlines have started requesting the QR code at boarding for Phnom Penh / Siem Reap from 2025.

Pitfalls to avoid:

  • Do not confuse with the visa — eArrival does not replace e-Visa or VOA.
  • Paid third-party sites: only the official .gov.kh sites are free. Aggregators charge 10-30 USD for a service that should cost 0 USD.
  • Family: one form per person, including babies and children.
  • Group travel: each adult must complete their own — no reliable bulk submission.

If you arrive without a QR code, you can still fill out the card on a tablet at the immigration counter — but this lengthens the queue and may cause friction with officers.
