Cambodia's oldest mobile operator, founded in 1997 and the country's only 100% locally-owned operator. CellCard (formerly CamGSM) has over 4 million subscribers and provides coverage across more than 90% of the territory, with a strong presence in Phnom Penh, Siem Reap and Sihanoukville. The operator offers competitive prepaid and postpaid plans ($5–$20 for 3–30 days, 3 GB–20 GB) as well as postpaid plans with handset subsidies. CellCard positions itself on urban reliability and customer service quality (free hotline 1204). Mobile app available for top-ups and account management.

EZECOM
Cambodian internet service provider (ISP) founded in 2007, specialising in fibre-optic solutions for businesses and individuals. EZECOM is recognised for the quality of its connectivity and customer service, particularly among international businesses and expatriates living in Phnom Penh. The company offers residential fibre packages and enterprise ICT solutions (dedicated connectivity, cloud, data centre). Metfone
Cambodian telecoms operator founded in 2009, a subsidiary of Viettel (Vietnam), with over 10 million subscribers. Metfone stands out for the widest geographic coverage in Cambodia, reaching over 95% of the territory including remote rural areas — a decisive advantage for expatriates travelling outside Phnom Penh. The operator offers prepaid data plans ($1–$10 for 7–30 days, 5 GB–100 GB) and postpaid plans, home fibre internet through its Metfone Internet subsidiary, and mobile money services. Metfone SIM cards are available at over 7,000 points of sale across the country, at airports and online (Lazada, Shopee). eSIM is also supported.

Smart Axiata
Cambodia's leading mobile operator by revenue, Smart Axiata is a subsidiary of the Malaysian Axiata Group. The company covers the entire territory with its 4G and 5G networks (officially launched on 1 January 2026, Cambodia's first commercial 5G network). Smart offers competitive prepaid and postpaid plans, customer service in English and Khmer, and the SmartLuy mobile money app. The Traveler SIM card ($5, 30 GB / 15 days) is particularly well-suited for expatriates on arrival. The Smart network is also widely used for mobile internet (4G/5G) alongside home fibre packages.
