The referring doctor (Royal Phnom Penh, SOS Medical Centre, Sunrise Japan) assesses the prognosis and decides that evacuation is necessary. Documents the case for transmission.
2. Insurance activation
- With international insurance: call the 24/7 hotline at the decision. The insurer assesses, validates, and takes charge directly with its network (often International SOS, MedAire, AXA Assistance).
- With CFE alone: the CFE can cover a return to France if relevant, but not a Bangkok evacuation by default. Check your coverage case by case.
- Without insurance: direct quote from International SOS Phnom Penh. Payment before departure often requested (credit card, urgent transfer).
3. Transfer logistics
The operator (insurance or SOS) organises:
- Hospital-airport ambulance.
- Simplified visa and formalities (humanitarian case).

4. Hospitalisation in Bangkok
The evacuation hospitals from Cambodia are:

My insurance refuses the evacuation: what recourse?

Evacuation possible to Singapore or Ho Chi Minh City?
Yes in some cases. Singapore (Mount Elizabeth, Gleneagles): higher quality but 30-50% higher costs than Bangkok. Ho Chi Minh City (FV Hospital): decent option, costs close to Bangkok. Bangkok remains the standard for expats in Cambodia.
Is the Thai visa a problem?
Not in practice. Thailand issues humanitarian visas on the tarmac for medical evacuations, on presentation of the medical file and hospital contact. The insurance or SOS pre-arranges.
For a non-urgent delivery, better to give birth in Bangkok?
Case by case. For a standard low-risk pregnancy, delivering at Royal Phnom Penh or Sunrise Japan is quite acceptable (2,000-5,000 USD for a C-section with 3 nights). For high-risk pregnancy (twins, history, preeclampsia), Bumrungrad or Samitivej in Bangkok is more prudent.
CFE alone: enough for evacuation?
Not ideal. The CFE reimburses at French social-security-equivalent rates — on a 25,000 USD evacuation, you recover little. Combining CFE + evacuation top-up or taking an international plan including evacuation is safer.
