Wise in Cambodia — the state of play

What works

  • Open and use a Wise account from Cambodia — Wise states it allows sign-up from “most countries”, Cambodia included.
  • Receive USD to your Wise account from abroad (freelance clients, salary, etc.).
  • Send a transfer from Wise to a Cambodian bank (ABA, ACLEDA, Canadia). Wise has no local partner in KH: delivery is in USD via SWIFT to your Cambodian bank.
  • Mid-market conversion: the Wise rate is among the best on the market.

What doesn’t work

  • Wise card issuance: the multi-currency debit card is not issued to Cambodian residents. Cambodia is not on Wise’s official list of “card” countries.
  • Card already issued in another country: still usable locally and on travel as long as it is valid. If you change your Wise address to KH, you risk not receiving a replacement card at expiry.
  • Local KH account at Wise: not available. No Cambodian IBAN or account number at Wise — so no cheap “local” KHR receiving.

Cost

  • USD receipt: free.
  • USD → another currency conversion: ~0.4 to 0.7% depending on pair.
  • Send to KH bank: 0.5 to 1% of amount + ~3 USD fixed fee depending on route (often cheaper than classic SWIFT).

Revolut in Cambodia — the state of play

What works

  • Revolut card issued in the EU (or UK / US): works in Cambodia for ATM withdrawals and card payments.
  • Mid-market conversion on USD or KHR payments.
  • Free Standard plan: free ATM withdrawals up to 200 € per month (5 withdrawals max).
  • Paid plans (Premium, Metal, Ultra): higher limits and additional services.

Fees

  • Above the ATM threshold (200 € / month Standard): 2% of amount or min 1 € per withdrawal — charged by Revolut.
  • ATM fees on the KH bank side: 5 to 10 USD per transaction, regardless of Revolut. Always present.
  • Conversion: mid-market on weekdays, +1% on weekends (depending on plan).

How to open and fund

Open a Wise account

The account can be opened from Cambodia or before departure — Wise accepts sign-up from “most countries”. For the card, however, you need a residential address in a supported country (FR, UK, US, AU, EEA, Singapore, Japan, etc.).

If you want the card — the simplest strategy is to get it before leaving:

  1. Sign up at wise.com from France (or another supported issuing country).
  2. Verify identity (passport or ID + selfie).
  3. Request a physical card delivered to your French address.
  4. Keep that address as long as possible: as long as Wise sees you as a resident of a “card” country, your card is renewed at expiry.

If you open the account once in Cambodia: functional account for transfers and conversion, but no Wise card in your name. Use Revolut (EU/UK) or the ABA Visa for local payment.

Open a Revolut account

Same principles. Free Standard plan suffices for most uses. Premium plan (~9 €/month) if you travel regularly and withdraw cash in several countries.

Funding from Cambodia

To move money from Cambodia to Wise / Revolut:

  1. Make a SWIFT transfer from ABA / ACLEDA to Wise’s (or Revolut’s) EUR / USD details.
  2. SWIFT fees on the ABA side: about 30 USD (see international transfers).
  3. Lead time: 1 to 3 days.
  4. Once on Wise / Revolut, conversion / transfer very cheap.

Worth it if you send regularly or large amounts; for a one-off < 500 USD, direct SWIFT is just as simple.

Required documents

  • Valid passport (always required for Wise / Revolut sign-up).
  • Residential address: Wise accepts Cambodia to open and use the account. For the Wise card, you need an address in a “card” country (FR, UK, US, AU, EEA, Singapore, Japan…). For Revolut, the address must be in a Revolut country (EU, UK, US, etc.).
  • Mobile phone number for OTPs.
  • Valid email.
  • Selfie or video verification for KYC.

Local e-wallet competing with Wing. Quick sign-up, KHQR payments, kiosk top-up. Not suited for international transfers but useful for daily life.

Available at ABA (see ABA SWIFT) for cash → cash or cash → account transfers to / from 160 countries. Variable fees depending on destination.

MoneyGram, Western Union

Former leaders of cash transfer, still present in Cambodia but expensive (5-10% fees depending on corridor) and worse rates than Wise.

Can I have a “Cambodian” Wise account?

Account: yes, card: no. Wise accepts opening and use of a multi-currency account from Cambodia (transfers, conversion, USD / EUR receipts…). However, it does not issue the Wise card to residents in KH — the country is not on Wise’s “card” list. Also no local bank details in KHR.

Does Revolut really work in Cambodia?

Yes. The Revolut Visa / Mastercard card is accepted at all ABA, ACLEDA, Canadia, J Trust ATMs and most payment terminals. KHQR payments are not supported (no QR scan to Revolut), but contactless card payment works wherever the merchant is equipped.

What exchange rate do Wise and Revolut apply?

Mid-market (interbank rate), close to the official NBC rate. For USD ↔ EUR, almost perfect rate. For USD ↔ KHR, slightly less good as KHR is a thinly-traded currency — but still competitive.

Can I have a relative in France pay Wise → ABA?

Yes. Your relative sends from their Wise account in EUR to your ABA in USD: mid-market conversion on Wise + small fee. Lead time 1-2 days. One of the most cost-effective routes for repeat transfers from France.

What’s the best long-term combination?

For a settled expat: ABA Bank locally (USD + KHR account + Visa card) + Revolut Standard or Premium for payments abroad and travel. Wise only if you receive payments from foreign companies (freelance / EUR-USD salary).
